The Compliance Mandate Is Here

CCCCO Memo ESS 26-17 (February 27, 2026), issued to every CCC district CEO, CBO, and Academic Senate President, mandates WCAG 2.1 AA compliance for all digital documents including PDFs, Word, and Excel files.

The CCC Document Converter was discontinued in July 2025. Providing a separate accessible version is no longer acceptable under the "Separate Is Not Equal" principle cited in the memo. The original document must be accessible.

Automated tools catch only 30-40% of real accessibility barriers. Human-validated remediation is required for full compliance.

The documents most districts worry about first: board agendas and minutes, course catalogs, class schedules, financial reports, program reviews, accreditation self-studies, and public-facing forms. If they are on your website as PDFs, they must be WCAG 2.1 AA compliant.

Free tools like Equidox and Pope Tech are valuable for scanning and individual document work. Bulk remediation of a legacy document library requires trained staff time most districts do not have on the current timeline.

Why Districts Choose a Managed Sprint

Fixed-Price, Fixed-Scope. Not per-page billing. Not open-ended consulting. Every sprint has a defined scope, a defined price, and a defined timeline. Your district knows exactly what it will spend before work begins.

Human-Validated Compliance. Automated tools catch 30-40% of real accessibility barriers. Every document we deliver is tested with assistive technology by a human reviewer. This is the difference between structural tagging and legal defensibility.

No RFP Required. Document accessibility remediation qualifies as professional services under California Public Contract Code Section 20651(c). Your district can issue a Purchase Order directly. No competitive bidding. No 3-month procurement cycle.
