CCCCO Memo ESS 26-17 (February 27, 2026), issued to every CCC district CEO, CBO, and Academic Senate President, mandates WCAG 2.1 AA compliance for all digital documents including PDFs, Word, and Excel files.
The CCC Document Converter was discontinued in July 2025. Providing a separate accessible version is no longer acceptable under the "Separate Is Not Equal" principle cited in the memo. The original document must be accessible.

He has worked directly with California community colleges on WCAG compliance — including document auditing, triage, and hands-on remediation of institutional PDF libraries.
